NAPOLCOM MEMORANDUM CIRCULAR NO. 2017-0002

AMENDING MEMORANDUM CIRCULAR NO. 2008-012, "PRESCRIBING GUIDELINES FOR THE ANNUAL NATIONWIDE OBSERVANCE OF THE POLICE-COMMUNITY RELATIONS MONTH''

WHEREAS, the Commission issued Memorandum Circular No. 2008-012, entitled: Providing Guidelines for the Annual Nationwide Observance of the Police-Community Relations Month, to ensure the successful celebration of the said activity;

WHEREAS, Section 2 of the dispositive portion thereof provides that a Technical Working Group (TWG) composed the Planning and Research Service (PRS), National Police Commission (NAPOLCOM) and Directorate for Police Community Relations (DPCR), Philippine National Police (PNP) will conduct the planning of Police-Community Relations (PCR) Month activities;

WHEREAS, the Commission has observed that the activities being organized in the early observance of the PCR Month are generally thematic on the shared responsibility between the police and the community in crime prevention and maintenance of peace and order, which are comparable to that of the activities organized by the Crime Prevention and Coordination Service (CPCS), NAPOLCOM for the annual observance of the National Crime Prevention Week (NCPW) every first week of September; HTcADC

WHEREAS, the CPCS, in its engagements in the development and management of crime prevention programs, projects and activities, including organization and planning for the observance of the NCPW, has already established work linkages and networks with civil society organizations and government agencies supportive of the NAPOLCOM's programs for the PNP;

WHEREAS, the CPCS, has been tasked to promote and implement the Community and Service-Oriented Policing (CSOP) System as a crime prevention framework that would strengthen consciousness among police officers of their key role in assisting local governments in the effective delivery of basic services to the citizenry and enabling communities to achieve socio-economic development;

WHEREAS, the CPCS can make use of the observance of the PCRM, besides that of the NCPW, as another launching platform in further promoting responsive and effective community-based crime prevention programs for the PNP;

WHEREAS, the Commission, after consideration of the aforementioned premises, has determined that the CPCS is the appropriate unit of the Commission in organization, planning and community mobilization for the annual observance of the PCRM;

NOW, THEREFORE, the Commission HAS RESOLVED TO AMEND, AS IT HEREBY AMENDS, item number 2 of the dispositive portion of NAPOLCOM MC No. 2008-012, to read as follows: CAIHTE
