In view of the need to encourage legal research for the purpose of promoting the teaching of law, developing expertise in specialized areas of law, and maintaining high standards of competence and professionalism among members of the University of the Philippines, College of Law Faculty, a fund for this purpose is hereby set aside from collections authorized for the U.P. Law Center. Accordingly, in the preparation of the budget for the U.P. Law Center and in the programming of funds therefor, you are hereby directed to include not more than one million pesos (P1,000,000.00) annually, from such collections. In the event that the amount of one million pesos could not be supported out of Law Center funds considering the level of collections and regular programmed appropriations of Law Center proper, other budgetary outlays shall be identified and used to fill up the deficiency.
The U.P. Law Center shall sub-allot the funds to a designated trust committee for administration and use in accordance with the above purposes. acd
This assistance shall continue until such time that endowments and donations from the private sector shall be sufficient to support this project.
