Addendum to Sections 5.1 and 6.2.1 of DENR Memorandum Circular (DMC) No. 2010-06 or the Manual of Procedures on the Transformation and Integration of Cadastral Data into the Philippine Reference System of 1992 (PRS'92)
DENR Memorandum Circular No. 04-17, issued on May 2, 2017, provides amendments to the procedures for integrating cadastral data into the Philippine Reference System of 1992 (PRS'92). The updated guidelines require Composite Survey Teams to recover existing control and reference points, targeting at least 1% of total lots and six additional points for adjoining municipalities to ensure accurate local transformation parameters. The recovered points must be preserved for future surveys and data transformations, with data verifiable through satellite imagery in KML format. Additionally, a minimum of seven good control points is mandated for determining transformation parameters. This circular is effective immediately.

DENR MEMORANDUM CIRCULAR NO. 04-17

In order to fast-track the approval of the derived Transformation Parameters into PRS'92, the following amendments to Sections 5.1 and 6.2.1 of DMC No. 2010-06 dated February 04, 2010 are hereby issued:
SECTION 5. X X X X. —
5.1 Recovery of Existing Project Control and Reference Points — The Composite Survey Teams (CSTs) shall undertake the reconnaissance and recovery of all existing control and reference points or at least 1% of the total number of lots in every project, and an additional six (6) points per adjoining municipality/cadastral survey project shall be recovered in order to tie the local transformation parameters to its adjoining areas. The six points shall be located near the common boundary of the adjoining municipalities/cadastral survey projects.
Recovered points shall be reserved and maintained for use in subsequent surveys and in the process of transforming other environment and natural resources (ENR) datasets to PRS'92. For the purpose of verification using any available satellite image in the internet, the data shall be exported into the Keyhole Mark-Up Language (KML) file format.

6.2.1 Preliminary Accuracy Checking — The distribution and number of control points used in the determination of transformation parameters shall be assessed using the project control scheme submitted. The number of points to be considered for the final parameter determination should not be less than seven (7) good points.

This Memorandum Circular shall take effect immediately.
