Adoption of Digital Land Survey Data (DLSD) Lodgment as a Standard Format for the Submission and Exchange of Survey Data in Digital Form under the Land Administration and Management System (LAMS)

Consistent with Republic Act 8792 "The Electronic Commerce Act of 2000" recognizing the vital role of information and communications technology (ICT) in nation building and pursuant to the objectives of Department Administrative Order No. 2010-18 prescribing the use of LAMS application software in the Land Management Bureau (LMB) and Regional Offices, this Administrative Order is hereby issued for the guidance and compliance of all concerned.
SECTION 1. Scope and Coverage. — This Order covers the use of Digital Land Survey Data (DLSD) through the submission of digital survey returns in all Regional Offices using the e-Survey Plan of LAMS for computerized verification and approval of surveys.
SECTION 2. Objectives. — The use of DLSD aims to improve the services of all Regional Offices through the following:
2. 1 Provide a standard format in the submission of survey data as input to LAMS.
2.2 Improve the processing time particularly in the submission and approval of survey returns.
2.3 Establish a standard format for use in data exchange with other government agencies and other stakeholders requiring land information.
2.4 Serve as interim phase towards paperless submission of survey returns for computerized verification and approval of surveys.
SECTION 3. Definition of Terms. —
3.1 Digital Lodgment — submission of datasets in digital form to eliminate the hoed for manual data-entry and to reduce the use of paper forms. HTcADC
3.2 LAMS — Land Administration and Management System prescribed under DAO 2010-18 dated June 23, 2010.
3.3 LAMS Philippines — the enhanced version of LAMS with improved features, browser-based web application and validation tool to support the data capture activities.
3.4 XML — the "Extensible Markup Language" file format. It is an American Standard Code for Information Interchange (ASCII) based on text file that can be used as portable file between systems.
3.5 DLSD — the Digital Land Survey Data which serves as a standard medium for digital data exchange and submission of survey data in digital format.
3.6 DLSD file — an XML, file containing all the coordinate data and other textual information of the survey plan. The generated digital output used for submission of data is the complete information that will be uploaded to LAMS Philippines.
3.7 E-Survey Plan — is a computer software/program designed to prepare, encode, print and view survey data, records and plan through the LAMS Philippines. Survey data prepared and encoded under this program will use output called DLSD that is programmed to be accepted under LAMS. The e-Survey plan is an easy to use windows application for the preparation of electronic survey plan that undergoes a faster processing of land records data and the data exchange to DENR and other stakeholders.
3.8 LAMS-IVAS — an implementation of transaction tracking features in LAMS for the inspection, verification and approval of survey plans.
SECTION 4. Institutionalization of LAMS Philippines. —
The LAMS Philippines shall be the main platform in the computerized land transaction services of the DENR It shall serve as the Land Information System designed to computerize land survey verification and approval, public land titling, land records management and as a tool for land resource/asset management.
The use of LAMS Philippines further revolutionizes approach in land service by adopting online digital lodgment, the use of digital signature under Public Key Infrastructure requirement of DOST and the transition to paperless transaction.
SECTION 5. Adoption of DLSD Lodgement. —
The use of DLSD shall be mandatory for all types of surveys submitted for verification and approval by the Regional Offices. The Cadastral system should be used in the submission of survey computations. Assumed reference coordinates should not be considered in the data submission using the DLSD.
CAD/GIS applications must be customized to automatically generate a digital output format compliant to DLSD specification as provided in Annex "A" which shall form an integral part of this DAO.
SECTION 6. Standard Submission of DLSD using e-Survey Plan. —
In order to standardize the submission of digital survey returns following the DLSD the e-Survey plan developed under LAMS shall be used. The e-survey Plan was designed to generate the "xml file" from encoded survey return data which will serve as the standard input to LAMS. Each private or government geodetic engineers submitting digital data must submit all survey returns through the e-Survey Plan and conform to the standards set under this Order.
The Land Management Bureau (LMB) shall distribute the o-Survey Plan software to the accredited Geodetic Engineers (GE) in the Regional Offices. A GE information database shall be created in the Regional Offices in accordance with the LAMS Philippines which include the GE profiles, such as:

The submission of DLSD can be through the Internet or any external storage device such as USB, CD, DVD, etc. at LAMS Kiosks or Front Desks in the Regional Offices.
The LMB and the Regional Survey and Mapping Division, in coordination with the Geodetic Engineers of the Philippines, Incorporated (GEPI) shall conduct orientation and training to its personnel and private geodetic engineers for the use and adoption of the DLSD lodgment through the e-Survey Plan.
SECTION 7. Monitoring and Evaluation. —
In order to have a uniform standard format and version of the program, the LMB-LAMS Core Team shall conduct periodic monitoring and maintenance to update the system. aScITE
The designated LAMS System Administrators of the Regional Offices shall be responsible in gathering issues, concerns and policy recommendations in the operation of the DLSD and e-Survey plan on a quarterly basis and submit the same to the LMB. Gathered data shall serve as future consideration in the system's upgrade and enhancement.
SECTION 8. Transitory Provisions. —
The Regional Offices shall continue accepting survey returns submitted manually within the transition period of one (1) year after the effectivity of this Order. After which, all surveys submitted manually shall be accompanied with the DLSD file.
As part of the transition period and until such time that the management finally sets the policy on paperless submission and verification of survey returns under LAMS, the submission of survey data with the DLSD file shall be accompanied by one (1) original copy of survey plans and documents in accordance with DAO No. 2007-29 and DMC No. 2010-13 to preserve officials' signature. After approval, the same shall be scanned and uploaded into LAMS.
SECTION 9. Separability Clause. —
If any part or provision of this Act is held invalid or unconstitutional, other provisions not affected thereby shall remain in force and effect.
SECTION 10. Repealing Clause. —
All Orders, Circulars, and Instructions inconsistent herewith are hereby repealed or amended accordingly.
SECTION 11. Effectivity. —
This Order shall take effect fifteen (15) days after its publication in a newspaper of general circulation and upon acknowledgment of receipt of a copy hereof by the Office of the National Administrative Register (ONAR).
