Memorandum Circular No. 139, issued on August 15, 2007, suspends work in government offices in the National Capital Region starting at 1:00 p.m. due to the adverse weather conditions caused by Typhoon "Egay." Essential agencies responsible for basic and health services, disaster preparedness, and other critical public functions are exempt from this suspension and must continue their operations. The Circular takes effect immediately.

MEMORANDUM CIRCULAR NO. 139
Upon the recommendation of the National Disaster Coordinating Council (NDCC) and in view of the continuing inclement weather brought about by Typhoon "Egay", work in government offices in the National Capital Region is hereby suspended on Wednesday, August 15, 2007 from 1:00 p.m. onwards.
However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital public services shall continue with their operations and render the necessary services. laws2007
