LETTER OF INSTRUCTIONS NO. 912
AUTHORIZING ALL REGIONAL PHYSICAL FITNESS AND SPORTS DEVELOPMENT COUNCILS THROUGH THE REGIONAL OFFICES OF THE MINISTRY OF YOUTH AND SPORTS DEVELOPMENT TO UTILIZE COCKPITS FOR SPORTS, RECREATION AND YOUTH ACTIVITIES AND TO SPONSOR DERBYS AND PINTAKASI AS FUND GENERATING SCHEME TO SUPPORT ITS VARIOUS PROGRAMS
TO : All Concerned
WHEREAS, the government has recognized as a matter of national policy the development of sports, recreation and youth in the country;
WHEREAS, to develop and sharpen physical, mental, and aesthetic potentials, there is a need to utilize to the maximum, all available resources towards this end;
WHEREAS, in order to enhance the attainment of the objectives of the Ministry, the Regional Physical Fitness and Sports Development Councils and the Regional Offices of the Ministry of Youth and Sports Development recognize the need to initiate projects in cooperation with the private sector, more specifically with the cockpit owners, operators, and managers for the utilization, in accordance with laws, of their cockpits for sports, recreation and youth activities;
WHEREAS, pursuant to Section 3, par. 6 of P.D. 604, one of the functions of the Ministry is to conduct promotion and fund raising campaigns in accordance with existing laws in order to generate resources to support its programs;
WHEREAS, in order to achieve this, there is a need to utilize existing cockpits all over the country to augment present and future resources to implement different programs and projects for youth, sports and recreation development at all levels and all ages;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me by the Constitution, do hereby issue the following orders and instructions:
1) All Regional Physical Fitness and Sports Development Councils are hereby authorized to utilize cockpits for sports, recreation and youth activities and to sponsor derbys and pintakasi during the days allowed by law, as fund generating scheme to support its various programs on a continuing basis.
2) The Regional Directors of the Ministry of Youth and Sports Development are hereby authorized to make the proper arrangements with the owners, managers and/or operators of licensed cockpits within their respective jurisdictions for the holding of said derbys and pintakasi.
3) This Letter of Instructions is subject to the provisions of other existing laws, decrees, letters of instructions, and rules and regulations.
4) This Letter of Instructions shall take effect immediately.
