LETTER OF INSTRUCTIONS NO. 304

Reports reaching me indicate that Department heads and other heads of offices as well as regional directors have been entering into contracts pertaining to public works projects such as public highways or roads that cut through timber concessions and in these contracts the contractors are authorized to cut the logs along the road right of way. acd
Under rules and regulations promulgated by the Bureau of Forest Development, logs cut by such public works and contractors should be turned over to the concessionaire. Any authority, therefore, granted to public works contractors to possess logs cut in the process of executing a government project are contrary to existing rules and regulations promulgated by a competent government authority. casia
In view of the foregoing, I hereby order that all logs cut by public works contractors or any other products, such as Almaciga, gathered by them shall be turned over to the timber concessionaire.
DONE in the City of Manila, this 13th day of August, in the year of Our Lord, Nineteen Hundred and Seventy-Five.
