Amending Section 32 of P.D. No. 705 Re: Temporary Limited and Selective Exportation of Logs
Presidential Decree No. 865, issued on December 29, 1975, amends Section 32 of Presidential Decree No. 705 to permit limited and selective exportation of logs while emphasizing local processing. The decree mandates that all log production by timber licensees be processed locally starting January 1, 1976, but allows certain licensees to export up to 25% of their log production under specific conditions. These conditions include having viable processing plants or approved projects and operating within designated log-excess or log-balanced areas. Additionally, timber licensees without processing facilities must contract with local processors, ensuring that logs are sourced from licensees in good standing. The decree aims to balance domestic processing needs with economic realities while maintaining oversight on export activities.
