LETTER OF INSTRUCTIONS NO. 383

TREATMENT OF EMPLOYEES WITHOUT AUTHORIZED POSITIONS IN P.D. NO. 733

WHEREAS, there is a substantial number of employees in the personnel roster of various departments, agencies and certain government owned and/or controlled corporations not included in the respective approved staffing patterns under the Integrated Reorganization Plan but are still being paid their salaries because of the suspension of the implementation of the reorganization of said offices;

WHEREAS, the situation creates an atmosphere of uncertainty contrary to the intents and purposes of the Integrated Reorganization Plan.

NOW, THEREFORE, I, FERDINAND E. MARCOS, do hereby order and direct:

1. That the respective agencies should not fill existing vacancies without giving preference to the said employees in the filling of existing vacancies from a master list of laid off personnel, as required in LOI No. 77, dated May 25, 1973;

2. That no new employee should be hired by any Agency without a certification of the Chief of Office and attested by the Civil Service Commission to the effect that there are no qualified eligibles from the existing pool; and

3. That all employees not absorbed by December 31, 1976 be retired under existing retirement laws.

DONE in the City of Manila, this 15th day of March, in the year of Our Lord, Nineteen Hundred and Seventy-Six.
