Timely Submission of Certificates of Service of Judges and Daily Time Records (DTRs)/Bundy Cards of Judges and Personnel of the Lower Courts
OCA Circular No. 99-2022 mandates all judges and personnel of first and second level courts in the Philippines to timely submit their Certificates of Service and Daily Time Records (DTRs)/Bundy Cards. These submissions must occur within the first five days of the following month, along with any leave applications. Failure to comply will result in the withholding of salaries and benefits for up to two months, after which individuals must explain their non-compliance to the Judicial Integrity Board. Additionally, while electronic submissions are permitted, hard copies remain the official records and must be submitted as specified. Strict adherence to these guidelines is required to ensure proper record-keeping and accountability.

All judges and personnel of the lower courts are hereby ENJOINED to strictly observe the proper and timely submission of their Certificates of Service and Daily Time Records (DTRs)/Bundy Cards, respectively, pursuant to the guidelines under OCA Circular No. 07-2013 dated January 16, 2013, OCA Circular Nos. 128-2020 dated August 12, 2020 and OCA Circular No. 36-2021 dated March 9, 2021.
Reiterated below are the guidelines on the timely and proper submission of the Certificates of Service and DTRs/Bundy Cards, thus:
1. After the end of each month, every personnel of the lower courts shall accomplish the DTRs (Civil Service Form No. 48)/Bundy Cards, indicating therein truthfully and accurately the time of arrival in and departure from the office. The judges shall accomplish a Certificate of Service;
2. The Clerk of Court in the OCC and in the respective branches shall forward, within the first five (5) days after the end of each month, the Certificates of Service and DTRs/Bundy Cards, together with the properly accomplished application/s for leave (Civil Service Form No. 6, Revised 2020), if applicable, of all employees in the office/branch, and the Monthly Report on Absences, Tardiness and Undertime in one batch, to the:

3. To avoid overpayment, the salaries and benefits of judges and personnel of the lower courts whose Certificates of Service and DTRs/Bundy Cards, respectively, and leave applications, as applicable, are not received by the Employees' Leave Division (ELD), OAS, OCA, within the next two (2) succeeding months shall be withheld without prior notice.
4. The term Daily Time Record shall include the computer print-out of the attendance record of those using the biometric time clock.
5. Those whose salaries and benefits have been withheld for two (2) consecutive months or at least twice within a period of six (6) months shall be required to explain in writing their failure to comply with the foregoing directives and their explanation shall be referred to the Judicial Integrity Board, Supreme Court, for appropriate disciplinary action.
6. Judges and court personnel may submit the scanned copy of their CS, DTR/Bundy Card, respectively, to the following electronic mail (email) addresses in the ELD, OAS, OCA:

7. Hard copies of CS and DTR/Bundy Card shall still be submitted within the first five (5) days after the end of each month in compliance with OCA Circular No. 07-2013, and shall be considered as the official records of attendance. Non-submission of the hard copies of the CS and DTR/Bundy Card shall be considered as failure to file the CS and DTR/Bundy Card.
8. This Circular further reiterates the abovementioned OCA Circular Nos. 07-2013, 128-2020 and OCA Circular No. 36-2021, as modified herein, and enjoins strict compliance therewith.
