The OCA Circular No. 54-2022 mandates all contractual employees within the Philippine judiciary to electronically submit their Daily Time Records (DTR) and supporting documents by specific deadlines to ensure timely processing of bi-monthly payrolls. DTRs must be submitted by the second working day of the month following the payroll period, while supplemental payroll submissions are due by the tenth working day. Late submissions will result in delayed salary payments, and any erroneous or incomplete documents will be processed separately. Additionally, hard copies of the submitted documents must be sent via courier to designated court personnel by specified dates. Compliance with these requirements is essential for the prompt release of salaries.

RE : Submission of Daily Time Records and Supporting Documents for Timely Processing of Bi-Monthly Payrolls

 

As we work to pay the salaries of the contractual employees bi-monthly, all concerned must submit electronically on or before the second (2nd) working day of the succeeding month of the payroll covered by the Daily Time Record (DTR), the scanned copies of their duly signed DTR and other documents required for the processing of their monthly pay. For supplemental payroll, submission must not be later than the tenth (10th) working day of the month following the payroll covered by the DTR. Submission on the eleventh (11th) working day or onwards of the succeeding month of the payroll covered by the DTR shall undergo the normal voucher process.

Failure of the concerned contractual employee to submit electronically the DTR and supporting documents within the period provided above shall result in the non-release of the salary for the next pay period (16th-end month/next half of their salaries).

DTRs received within the timeline for processing as regular and supplemental payroll, with erroneous entry/ies and/or with incomplete supporting documents shall be automatically processed for supplemental or individual voucher to avoid delay in the processing of the regular and supplemental payroll.

Individual vouchers shall be processed only after the supplemental payroll has been released or until after the claims of those included in the supplemental payroll have been credited to their respective accounts.

For regular payroll, transmit the hardcopies of the electronically submitted documents via private courier on or before the fifth (5th) working day of the month immediately following the payroll period. For supplemental payroll, submission date received by the processor in-charge of hardcopies must be not later than the tenth (10th) working day of the month following the payroll period. For individual voucher, hardcopies must be submitted immediately after submission of the electronic copies. The requirements for the processing of the payment of service and deduction of the applicable Expanded Withholding Tax as enumerated in OCA Circular No. 229-2019 shall remain the same. Additional requirements such as the certification for work from home arrangement, accomplishment report, and memorandum order/order of the Executive Judge/other issuances supporting their DTR entry/ies should also be attached. However, in the case of a court decongestion officer, other than the DTR, a copy of the valid contract, activity log sheet, periodical case decongestion plan for the court, and certification of work from home arrangement, if applicable, shall be included in the requirements for processing of the payment of service.
