Timely Redemption of Reimbursement Certificates
Letter of Instructions No. 1271, issued on October 9, 1982, authorizes the transferability of Reimbursement Certificates among oil companies to facilitate their timely redemption. It addresses the issue of substantial unredeemed certificates by allowing the Treasurer of the Philippines to redeem them in cash if not promptly settled, using available funds from the Consumer Price Equalization Fund (CPEF). Additionally, it allocates an extra P2.0 billion from the CPEF for the Ministry of Energy to issue further certificates for legitimate claims. The Ministry is also required to report periodically to the President on the certificates issued.
