Letter of Instructions No. 629, issued on November 22, 1977, by President Ferdinand E. Marcos, temporarily suspends the recruitment of professional culinarians for overseas employment. This decision arises from concerns about a potential exodus of trained culinarians, which could lead to a significant shortage in the Hotel and Restaurant Industry and adversely affect the quality of food preparation. Reports indicated that many culinary experts were already leaving the country, threatening the promotion of tourism in the Philippines. The suspension is intended to address these challenges and will take effect immediately.
