LETTER OF INSTRUCTIONS NO. 181

In view of the current acute shortage of adequate transport facilities and equipment to move critical and strategic materials and supplies needed to support and promote the national security of the country and to sustain the increased tempo of economic development, and in line with your recommendation, you are hereby directed to immediately take over the control, operation and management of any water transport facilities and equipment which in your judgment, on the basis of facts presented to you, are needed to support and promote our national security and economic development.
As an initial implementation of this Instruction, you must order the immediate recall of whatever tankers and barges of Philippine registry which are outside the country.
You may delegate your authority herein granted to control management and operate the aforesaid water transports and facilities to any other government agency or to any private entity qualified under our Constitution and laws to manage and operate public utilities. casia
