Suspension of Work in Government Offices to Properly Observe All Saints Day
Memorandum Circular No. 51, issued on October 31, 2018, suspends work in government offices from 3:00 PM onwards to allow employees to observe All Saints Day on November 1. Essential services, such as health and disaster response, must continue operations. The decision to suspend classes in private schools and work in private companies is left to the discretion of their respective leaders. This circular took immediate effect and was published in the Official Gazette on November 19, 2018.

MEMORANDUM CIRCULAR NO. 51
To provide government employees full opportunity to properly observe All Saints Day (1 November 2018), and to allow them to travel to and from the different regions in the country, work in government offices on 31 October 2018 is hereby suspended from 3:00 o'clock in the afternoon onwards.
However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services.
The suspension of classes in private schools and work in private companies and offices are left to the sound discretion of their respective heads or employers.
This Circular shall take effect immediately. ATICcS
