Observance of All Saints Day
Memorandum Circular No. 69, issued on October 30, 2019, suspends work in government offices from 12:00 noon on October 31, 2019, to allow employees to observe All Saints Day and facilitate travel. Essential services, including health and disaster response, are exempt and must continue operations. The decision regarding class suspensions in private schools and work in private companies is left to the discretion of their respective leaders. This memorandum took effect immediately upon issuance.

MEMORANDUM CIRCULAR NO. 69
To provide government employees full opportunity to properly observe All Saints Day (01 November 2019), and to allow them to travel to and from the different regions in the country, work in government offices on 31 October 2019 is hereby suspended from 12:00 noon onwards.
However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services. HTcADC
The suspension of classes in private schools and work in private companies and offices are left to the sound discretion of their respective heads or employers.
This Circular shall take effect immediately.
