Suspension of Imposition of Increased Tax on Winnings in Horse Races and Jai Alai
Letter of Instructions No. 1439, issued on November 2, 1984, by President Ferdinand E. Marcos, mandates the suspension of an increased tax on winnings from horse races and jai-alai games as established under Presidential Decree 1959. The decision was prompted by concerns that the higher tax adversely affected the operation of these games, leading to revenue loss for the government and negatively impacting the livelihoods of those reliant on them. Instead, the previous tax rate prior to the enactment of PD 1959 is to be collected. The instruction took immediate effect.
