Supplemental Guidelines in the Enforcement of Derogatory Orders in the Ports of Exit
The BI Operations Order No. SBM-2014-047 establishes supplemental guidelines for enforcing derogatory orders at Philippine ports of exit, particularly concerning individuals on the Watchlist. Anyone listed in the Watchlist is prohibited from departing, especially if their inclusion is linked to pending deportation cases, in which their passport will be confiscated. If a deportable foreigner poses a clear and present danger to public safety, they must be turned over to the Bureau of Immigration Warden's Facility upon interception. The order takes effect immediately and mandates specific protocols for identifying and managing such individuals at ports.
