Sugar Trading Accounts of Philexchange and Philsucom Covered by the Unconditional Guarantee of the National Government
Letter of Instructions No. 817, issued on February 19, 1979, confirms that the Philippine Exchange Company (Philexchange) and the Philippine Sugar Commission (Philsucom) are the sole sugar trading agents of the National Government, as authorized by previous Presidential Decrees. It establishes that any financial liabilities incurred by these agencies in their roles as trading agents are backed by the unconditional guarantee of the National Government. This guarantee extends to credit accommodations secured from the Philippine National Bank. The letter reinforces a legal opinion from 1977 that these obligations represent direct commitments of the Philippine government, ensuring their credibility and financial security.
