SUBMISSION OF PRIORITY LISTS OF SCHOOL BUILDINGS TO BE FUNDED UNDER THE CY 2009 REGULAR SCHOOL BUILDING PROGRAM

1. The appropriations for the CY 2009 DepED School Building Program was allocated by legislative district in accordance with the allocation criteria under RA No. 7880. Enclosed are the guidelines for the preparation of Priority Lists of School Buildings to be funded under this Program shown in Annex "A".
2. In preparing the final list of priority schools, please take note of the budgetary ceiling for each congressional district (school building allocation to follow) and the standard cost for the different project components. Special considerations shall be made on the cost of schoolbuildings needing specific design to suit with the location of the school. However, the cost shall not exceed 20% of the standard unit cost of a complete classroom. The division offices shall determine the specific allocation for elementary and secondary levels based on actual needs, provided, that the total allocation for both levels does not exceed the budgetary ceiling of the congressional district. Further, the list of recipient schools shall be drawn from the updated Instructional Room Analysis of the BEIS data (SY 2008-2009).
3. During last year's series of regional coordination meetings between DepED and DPWH on the implementation of the regular school building program, it was emphasized that DPWH shall only construct "COMPLETE" school buildings for new construction except for multi-storey constructions which DPWH can program partial construction in accordance with the limited budget. However, the completion of these partially constructed projects shall be prioritized for programming in the ensuing year's budget. Ocular inspections of the proposed recipient schools shall be undertaken to assess present site, electrical and water facilities conditions and to determine actual classroom/repair needs as well as the estimated cost/financial requirements thereof.
4. The standard format of the Priority Listings is in Annex "B".
5. The priority listings shall be duly approved by the Schools Division/City Superintendents and the DPWH District Engineer with the concurrence of the Congressional Representative concerned. In the event that there is no response from the concerned Congressional Representative within 15 days from receipt of the proposed list of recipient schools for approval, the list shall be deemed approved.
6. The DPWH District Engineer shall agree with the cost set by DepED for a "COMPLETE" school building. Refer to part V of Annex "A" for the components of a "complete" school building and Annex "C" on the regionalized costs based on the prevailing cost of construction materials and labor in a particular region. aHDTAI
7. The priority lists of schools shall be submitted to the Physical Facilities and Schools Engineering Division-Office of the Planning Service (PFSED-OPS) at the 4th Floor Bonifacio Building, DepED Complex, Meralco Avenue, Pasig City with telefax nos. (02) 633-7263/638-7110/638-4108 and e-mail address: [email protected] following the format in Annex "B" on or before January 30, 2009.
8. To ensure that the school buildings can be used by the start of the School Year 2009-2010, procurement shall immediately commence once the listing is approved by respective approving authority (e.g., Superintendent, Representative).
9. Immediate dissemination of and compliance with this Order is directed.

ANNEX "A"
GUIDELINES FOR THE PREPARATION OF PRIORITY LISTS OF SCHOOL BUILDINGS TO BE FUNDED UNDER THE CY 2009 REGULAR SCHOOL BUILDING PROGRAM
I.School Building Allocation
a. The CY 2009 Regular School Building Program has a budgetary allocation of TWO BILLION PESOS (PhP2.00 Billion). This amount will be allocated by legislative district in accordance with the allocation criteria mandated under R.A. 7880 otherwise known as "Fair and Equitable Allocation of the DECS Budget for Capital Outlay". b. The computed allocation by legislative district is hereto attached as Annex "C".
c. The division/regional offices shall determine the specific allocation for elementary and secondary levels based on the actual needs provided that the total allocation for both levels does not exceed the budgetary ceiling of the legislative districts.
II. Identification of Sites
A. In preparing the final list of school building projects, the following should be considered for prioritization:

If no school belongs to the aforementioned color codes, schools that fall under the blue color category or with classroom to pupil/student ratio of 1:45 and below will be considered provided a justification of the prioritization will be submitted.
2. Replacement/Reconstruction and Rehabilitation
a. Replacement of school buildings razed by fire, old and dilapidated structures which have been condemned as finally approved by the Regional Director.
b. Rehabilitation or reconstruction of school buildings damaged by typhoons, covered by mudslides and flash floods.
3. Repair and Completion
a. Repair of structures which are already dangerous to the lives of the school populace.
b. Completion of unfinished buildings utilized for academic instruction.
c. Repair of structures assessed by members of the Disaster Quick Response Program (DQRP) Team under the project for the Assessment of Schoolbuildings' Structural Integrity and Stability (Project: A.S.S.I.S.T.).
4. Other Priorities
a. Construction/Repair of toilet, science laboratory and multi-purpose workshop (to be used for conducting home economics and industrial/practical arts classes).
b. Provision of potable water supply system and repair of water facilities.
c. Installation of electrical wiring or general rewiring.
d. Provision of classroom/school building for indigenous peoples.
e. Provision of classroom/school buildings for resettlement areas with suitable school sites.
III.Standard Classroom Design
a.7 m x 7m classroom — to be adopted for schools located in provinces where the classroom-pupil/student ratio is not more than 1:45. acEHSI
b.17 m x 9m classroom — this will be used in schools located in semi-urban areas or in urbanizing portions of municipalities such as the poblacion where the classroom to pupil/student ratio is more than 1:45. ALL PUBLIC SECONDARY SCHOOLS WILL ADOPT the 7m x 9m dimension regardless of its location and class size.
b.27 m x 9m for medium-rise school building — this will be adopted for schools in the National Capital Region (NCR) and in urban of high growth areas or where the school is with limited space/site. At least a 2-storey structure shall be planned to be erected.
IV.Standard Cost of Educational Structures
As agreed during last year's series of regional coordination meetings between DepED and DPWH, regionalized costs of school buildings will be adopted in the implementation of the regular school building program. The regionalized costs of school buildings are based on the prevailing cost of construction materials in a particular region. Refer to Annex "C" for the tabulated costs of school buildings per region. The cost for each type of school building, which is the estimated Total Project Cost (TPC), is computed as follows:

The cost may vary for remote, far-flung or for island schools which will incur additional expenses for handling of materials to project site. The cost may also vary for schools that will need additional site development or will require special design provided that it shall not exceed 20% of the standard regional unit cost of a completed classroom.
Regardless of the location of the recipient school or condition of project site, all school buildings to be constructed must have "COMPLETE" features.

Regardless of the location of the recipient school or condition of project site, all school buildings to be constructed must have "COMPLETE" features.
V.Components of a "Complete" School Building
As per agreement between DepED and DPWH during last year's series of regional coordination meetings in the implementation of the regular school building program, DPWH shall only construct "complete" school buildings for new construction, except for multi-storey constructions in which DPWH can program partial construction in accordance with the limited budget. However, completion of these partially constructed projects shall be prioritized for programming in the ensuing year's budget allocation for the School Building Program.
The features of a "COMPLETE" school building are as follows: AHaDSI
a. cemented floor;
b. smooth finished (plastered) walls;
c. painted walls, ceiling and roofing;
d. full cathedral-type ceiling;
e. complete set of windows;
f. two entrances with doors;
g. complete electrical wires and fixtures; and
h. roofing or weather protection.
In exceptional cases, such as sudden increase of construction materials, change in the location of site or realignment of recipient schools, etc., wherein DPWH cannot construct a "complete" school building, DPWH should seek approval from DepED through the Schools Division Superintendent. The deletion of items may be in this order of hierarchy:
a. painting and (interior and exterior walls);
b. exterior ceiling;
c. electrical fixtures/lightings (electrical roughing-ins should not be deleted).
VI. Modes of Implementation
School building projects will be undertaken by DPWH through contracting, local government units (LGUs) or by non-government organizations (NGOs) through a memorandum of agreement (MOA).
VII.Coordination and Consultation
Schools Division/City Superintendents or their representatives should coordinate/consult with the concerned Representative of the Legislative District and the DPWH District Engineer in the preparation of the final listing of recipient schools. The said listing should be jointly approved by the Schools Division/City Superintendent, District Engineer and duly concurred by the Representative concerned.
Likewise, to prevent duplication of recipient schools in the DepED School Building Program for Red & Black Schools or in any other School Building Project being implemented by other agencies and NGOs, the Schools Division Superintendents or their representatives may coordinate with the concerned Representative of the Legislative District, LGU through the Local School Board and other concerned entity, in the preparation of the final listing of recipient schools. aSTHDc
In the event that there is no response from the concerned Congressional Representative within 15 days from the receipt of the proposed list of recipient schools for approval, the list is deemed approved.
VIII.Reporting Format/Submission
In preparing the list of recipient schools, the format shown in Annex "B" should be strictly followed. The final listing should be prepared in triplicate copies, the original copy to be submitted to the PFSED, duplicate copy to the Regional Office and the triplicate copy to be retained by the division Office concerned.
