In view of the reported resurgence of exportation and/or smuggling of bangus fry by certain sectors of the community which seriously undermines the government's objective to ensure continuity of our fishery resources in productive condition through wise utilization and proper conservation, you are hereby directed to enforce strictly Section 36 of PD No. 704 which provides that "it shall be unlawful for any person to export bangus fry." casia
