LETTER OF INSTRUCTIONS NO. 50
GUIDELINES FOR THE ENFORCEMENT OR IMPLEMENTATION OF P.D. NO. 90 RE RUMOR-MONGERING AND SPREADING FALSE INFORMATION

In the implementation of Presidential Decree No. 90, dated January 6, 1973, the following guidelines shall be observed: acd
1. The existing laws and rules governing privileged communications as are not in conflict with the purpose of said Presidential Decree No. 90 shall remain in full force and effect.
2. Appropriate measures shall be undertaken to insure that the intelligence-gathering efforts of the government will not be hampered by the implementation of such Decree.
3. Utterances and communications made in the course of personal misunderstandings which do not result in or cause or tend to cause divisive effects among the people, discredit of a distrust for the duly constituted authorities and/or the undermining of the stability of the government and the objectives of the New Society are deemed not covered by said Decree.
The Secretary of Justice is hereby ordered to extend such assistance as may be necessary for the proper and effective implementation of said Presidential Decree No. 90.
