Strengthening and Defining the Role of Barangays (Citizens Assemblies)
Presidential Decree No. 86-A, issued on January 5, 1973, aims to strengthen the role of barangays (citizens assemblies) in the Philippines by recognizing them as legitimate expressions of popular will. This decree allows these assemblies to serve as platforms for citizens to voice their opinions on critical local and national issues, including a referendum on the new Constitution and the continuation of martial law. The barangays are tasked with conducting a referendum between January 10 and 15, 1973, to gather public sentiment on these matters and report the findings to the Department of Local Governments and Community Development. This initiative underscores the government’s intent to incorporate citizen participation in policy formulation and decision-making processes.
