LETTER OF INSTRUCTIONS NO. 667

When authorized to purchase motor vehicles pursuant to Letter of Implementation No. 29, dated December 5, 1975, national government agencies, including government-owned and controlled corporations and state colleges and universities shall observe the following maximum standard specifications: cd
1.0 High Official Function Cars — For use of Secretaries and Undersecretaries of Departments, Heads of Constitutional offices, Chairmen, Presidents and Vice-Presidents and General Managers of Government Councils, Boards, Centers, Financial Institutions and Corporations, Provincial Governors, Vice-Governors, Deputy Governors, Generals and Rear Admirals of the Armed Forces and others of equivalent rank:
1.1 Any four-wheel vehicle with not less than four doors, with an engine displacement of 1600 cc. or more, (Price Range: P40,000 — P160,000).
Allowable Options: Factory-installed air-conditioning, magnesium alloy rims, Stereo AM-FM radio with tape player, radial tires seat covers, siren. (Price Range: P10,000 - P15,000).
2.0 Staff Cars — For use of Assistant Secretaries, Bureau Directors, Assistant Bureau Directors, Regional Directors Department-wide Chiefs of Services and others of equivalent rank in Constitutional Offices, Provincial Vice-Governors, Heads of State College and Universities, Department Managers of government financial institutions and corporations, senior technical staff, City Mayors, and others of equivalent rank: cdt
2.1 For General Urban Use — Any four-wheel with not more than four cylinders, with an engine displacement of 1600 cc. or less and with not less than four doors. (Range: P30,000 - P50,000).
Allowable Options: Factory air-conditioning, AM-PM radio, radial tires, seat covers, back-up horn, sideview mirror. (Range: P5,000-P10,000).
2.2 For General Utility Urban — Any four-wheel vehicle with two doors or more, with two cylinder engines or more, and with an engine displacement of 1,000 cc. or less (Range: P20,000 - P30,000). No options.
2.3 For Heavy Field Use — Any four-wheel vehicle with four wheel drive, with an engine of not more than six cylinders and a displacement of not less than 1600 cc. nor more than 2,500 cc. (P50,000 - P80,000).
Allowable Options: Factory airconditioning, AM-FM radio, radial tires, seat covers, side-view mirror. (Range: P5,000 - P10,000).
2.4 For Light Field Use — Any four-wheel vehicle with a locally fabricated chassis and body and a four-cylinder engine displacing not less than 1,000 cc. nor more than 1,500 cc. (Range: P15,000 - P30,000) No options.
3.0 Two-Wheel Vehicle — Motorcycles for general administration and support services including light police motorcycles: cd i
3.1 General Purpose Motorcycles — Any motorcycle with a two or four-stroke engine displacing at least 100 cc. or up to not exceeding 400 cc. (Range P5,000 - P16,000)
Allowable Options: Sidecar, windscreen, saddle bags. (Range: P150 - P5,000)
3.2 Police Heavy Motorcycles — Any four-stroke motorcycle displacing from 400 cc. up to but not exceeding 850 cc. (Range: P15,000 - P45,000).
Allowable Options: Windshield of fairing, saddle bags, two-way radio, siren, quartz-halogen headlights. (Range: P500 - P5,000) acd
4.0 Light Panels, Trucks and Vans and Other Heavy Equipment shall be subject to justification and cost estimates, on a case-to-case basis.
5.0 Exceptions may be allowed only as specifically authorized by the President.
6.0 The Commissioner of the Budget and the Chairman, Commission on Audit shall see to the implementation of these guidelines on purchasing government passenger vehicles.
