LETTER OF INSTRUCTIONS NO. 990

WHEREAS, the worsening energy crisis necessitates that the government intensifies its energy conservation drive; aisa dc
WHEREAS, it is imperative for the government to devise ways and means to assure the most effective realization of such goal;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers in me vested by the Constitution do hereby order and issue the following instructions:
1. The utilization of the trip ticket system is hereby ordered to be installed or reinstalled, as the case may be, in all government ministries, agencies, offices, as well as in all government-owned and/or controlled corporations and each office concerned shall be responsible for the control of the use of the same within its respective jurisdiction.
2. All offices are also hereby enjoined to strictly observe the control in the use of all government motor vehicles by assuring that the aforesaid vehicles be all in their respective garages not later than eight o'clock in the evening (8:00 P.M.), except those duly exempted and authorized by the Minister concerned.
3. All offices are hereby further enjoined to devise ways of pooling all government-owned motor vehicles under their respective jurisdictions to ensure the optimum utilization of the aforesaid vehicles.
DONE in the City of Manila, this 19th day of February, in the year of Our Lord, Nineteen Hundred and Eighty.
