Standard Procedure in Entering into New Commitments or Making Pledges to International Organizations
Memorandum Circular No. 194, issued on June 11, 2010, establishes a standardized procedure for Philippine government entities when entering into new commitments or pledges to international organizations and for hosting international conferences. It mandates that requests for such commitments must be submitted to the Secretary of the Department of Foreign Affairs (DFA) along with a cost-benefit analysis. The DFA will then evaluate the request and submit recommendations to an Inter-Agency Review Panel, which includes representatives from several key government departments. If the proper procedures are not followed, any financial commitments made will be charged to the respective department's budget. This aims to prevent unfunded commitments and avoid embarrassment for the Philippine government.
