REPUBLIC ACT NO. 4705
AN ACT RECLASSIFYING THE POSITIONS, AND STANDARDIZING THE SALARIES OF INCUMBENT REGULAR AGENTS OF THE CRIMINAL INVESTIGATION SERVICE, HEADQUARTERS PHILIPPINE CONSTABULARY
SECTION 1. The positions of INVESTIGATION AGENTS, Senior Investigation Agents, and Supervising Investigation Agents of the Criminal Investigation Service, Headquarters Philippine Constabulary, are hereby reclassified and their salaries standardized to conform with the following, concomitant with their designations and in consonance with the policy of the Government to upgrade the standard proficiency and inculcate police professionalism in the service; Provided, That such reclassification shall neither entail the creation of new positions nor prejudice and affect the positions of incumbents; and Provided, further, That when the WAPCO Classification and Pay Plan are reached afterward, these same classes be correspondingly revised upward.

SECTION 2. No incumbent investigation agent shall be reclassified as Investigation Agent II unless he has completed at least five years of continuous, efficient and meritorious service with the Criminal Investigation Service, Headquarters Philippine Constabulary. No incumbent investigation agent shall be reclassified as Agent III unless he has completed at least eight years of continuous, efficient and meritorious service. Notwithstanding the number of years above-prescribed, the merit and qualification of an Investigation Agent to be reclassified to Agent II and III shall also be a factor in determining the fitness of an agent for such reclassification to be determined by the same board as provided for under Section three of this Act. casia
SECTION 3. Notwithstanding the provisions of the foregoing section, the Civil Service Law and rules and regulations shall be strictly followed in determining the fitness and merit of subsequent promotion of any agent to the next higher grade: Provided, That in determining the merit and fitness of any agent to be promoted it shall be screened by a board composed of three ranking agents headed by the Chief, CIS.
SECTION 4. All Acts or parts of Acts inconsistent with this Act are hereby repealed.
SECTION 5. Such sum as is necessary to implement this Act during the fiscal year ending June thirty, nineteen hundred and sixty-seven, is hereby appropriated, out of the savings of the Bureau or Office concerned. Thereafter, the sums necessary for the purpose, shall be included in the annual General Appropriations Act.
SECTION 6. This Act shall take effect upon its approval.
