Letter of Instructions No. 552Jun 3, 1977Presidential Issuances

Letter of Instructions No. 552, issued on June 3, 1977, by President Ferdinand E. Marcos, mandates a 20% salary increase for personnel of the Bureau of Internal Revenue (BIR) effective May 1, 1977. This adjustment comes in light of the BIR's significant collection improvements despite challenging economic conditions and the lack of salary increases for its employees compared to other government workers who had received adjustments. The budget for this increase is to be sourced from savings within the BIR’s approved expenditure program, with future necessary funds to be included in the General Appropriations Decree. The directive emphasizes the importance of adequately compensating BIR personnel to maintain effective tax collection.
