Implementation of Salary Adjustment to Officers and Employees of the BIR
Letter of Instructions No. 1050, issued on August 1, 1980, by President Ferdinand E. Marcos, addresses the need to adjust the salary scale of Bureau of Internal Revenue (BIR) personnel due to rising living costs and the agency's performance in increasing revenue collections. Recognizing that previous salary increases in 1977 and 1979 had diminished BIR's compensation advantages compared to other government agencies, the instruction mandates a salary adjustment equivalent to one salary step for BIR employees. This adjustment is to be funded from the Bureau's savings or the Salary Adjustment Fund in the 1980 General Appropriations Act. The directive emphasizes the government's commitment to establishing fair compensation standards for critical agencies.
