ACT NO. 3400
AN ACT TO ESTABLISH RULES FOR THE APPOINTMENT OF THE MEMBERS OF THE MEDICAL DIVISION OF THE PHILIPPINE CONSTABULARY AND TO PROVIDE FOR AUTOMATIC PROMOTION FOR THE SAME
SECTION 1. No person shall be appointed as medical inspector in the Philippine Constabulary unless he shall have passed the examination prescribed by law for the practice of medicine in the Philippine Islands and no person shall be appointed as dental surgeon unless he shall have passed the examination prescribed by law for the practice of dentistry in the Philippine Islands.
SECTION 2. The original appointment of any medical inspector in the Philippine Constabulary shall be made to the grade of first lieutenant. Every medical inspector in the Philippine Constabulary shall be promoted to the grade of captain after five years' satisfactory service and to the grade of major after seven years' satisfactory service, as captain.
SECTION 3. The original appointment of any dental surgeon in the Philippine Constabulary shall be made to the grade of second lieutenant. Every dental surgeon in the Philippine Constabulary shall be promoted to the grade of first lieutenant after three years' satisfactory service, to the grade of captain after five years' satisfactory service as first lieutenant and to the grade of major after seven years' service, as a captain.
SECTION 4. For the purpose of carrying out the provisions of this Act, the Chief of Constabulary shall include in the annual appropriations for the Philippine Constabulary from year to year such increases in the salaries of the members of the medical division as shall correspond to the grades provided for by this Act: Provided, That until such increases in salaries are included in the regular Appropriation Act or in any amendment thereof, the necessary funds for carrying out the purposes of this Act shall be taken from the general unexpended balance in the annual Appropriation Acts.
SECTION 5. In computing the length of service for the purposes of this Act, the period from the date of the original appointment of every member of the Medical Division of the Philippine Constabulary shall be included.
SECTION 6. This Act shall take effect upon its approval.
