CHED MEMORANDUM ORDER NO. 028-96

In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the "Higher Education Act of 1994", and by virtue of Resolution No. 082-96 duly adopted by the Commission en banc on 06 March, 1996, there is hereby created the Post-Graduate Scholarship Program. The program will provide post-baccalaureate/post-graduate fellowships to candidates who qualify according to standards set forth in its guidelines. HACaSc
Three hundred twelve (312) slots are hereby made available for application at the Higher Education Regional Offices, apportioning 150 for the Luzon and the Visayas provinces of the C-20, 76 for the Autonomous Region in Muslim Mindanao and 86 for the other Mindanao provinces for school years 1996-1997 to 1999-2000.
The Post-Graduate Scholarship Program will be implemented commencing school year 1996-1997.
Attached is the set of Implementing Rules and Regulations for the information and guidance of all concerned.

RULES AND REGULATIONS IMPLEMENTING THE POST-GRADUATE SCHOLARSHIP PROGRAM
The Commission on Higher Education, pursuant to RA 8174 or the 1996 GAA, and in accordance with the Social Reform Agenda of the government for the alleviation of poverty, will manage the Post-Graduate Scholarship Program. ASEIDH
I. Coverage
The Office of Student Services (OSS), Commission on Higher Education (CHED) will manage the Post-Graduate Scholarship Program through the Higher Education Regional Offices and award post-baccalaureate and post-graduate fellowships, local or foreign preferably in the fields of Science, Teacher Education and Engineering. Science will include basic and applied sciences in support of development of the countryside such as food science, microbiology, marine and geological sciences.
The fellowships will be available for full degree programs at the masteral or doctoral level, for dissertation or thesis grants, for short term courses, and for post-masteral and post-doctoral research here and abroad.
In special cases, a sandwich education model may be adopted. This model involves taking all basic courses plus thesis defense locally but working on the thesis abroad. However, the degree will be conferred by a local university.
II. Selection and Appointment of Scholars
1. The screening and selection of applicants will be done by a technical panel or committee in charge of the specialization or discipline, to be formed for the purpose.
2. Priority shall be given to teachers and faculty members in the Social Reform Agenda (SRA) provinces.
3. Short term fellowships will be made available to those engaged in small scale industries on a case to case basis, depending on the need for such expertise.
4. The courses to be enrolled in by scholars are identified programs preferably in SCUs or in better private HEIs selected by CHED.
5. The names of selected scholars will be announced in a newspaper of nationwide circulation and/or a CHED memorandum.
6. Upon knowledge of his having qualified in the scholarship grant or upon receipt of the Notice of Award from CHED, the scholar shall immediately inform the Higher Education Regional Office (HERO) of his acceptance/rejection of the scholarship. IHSTDE
The scholar shall be required to sign a contract with the CHED binding him to render service either in the government or in a private agency, preferably in his home province for a period equivalent to the duration of the scholarship to afford his provincemates the opportunity to avail of his educational training and expertise.
Should the scholar accept employment abroad during the prohibitory period after graduation, he shall refund the CHED the entire sum corresponding to the school fees and other privileges received within the duration of his grant.
III. Qualifications of a Candidate
A candidate for the scholarship must:
1. be a bachelor's degree holder for a master's program and a master's degree holder for the doctoral course in Science, Teacher Education, or Engineering
2. be not more than 40 years old for the master's and doctoral program and not more than 50 years old for the post-doctoral level
3. have obtained a general weighted average of "85" "2.0" "B" or its equivalent or better in his undergraduate or graduate level as the case may be
4. have at least three years of relevant work experience
5. preferably be a resident/faculty member in an SRA province
6. be of good health
7. have no pending criminal/administrative charges or conviction for violation of any Philippine law
8. be willing to sign a contract with CHED

VI. Conditions of Scholarship
1. Graduate Credit Load
1.1 Required credit load as prescribed in the graduate program must be strictly followed to enable the scholar to complete his program within the fellowship period.
1.2 In case the required load is not followed due to dropping or underloading, the scholar will assume the cost incurred beyond the approved fellowship period.
1.3 Full-time doctoral program must be completed within a period of three years or as prescribed by the course for specific programs inclusive of the comprehensive examinations, dissertation writing and defense.
1.4 Full-time master's program must be completed within a period of two years, inclusive of the comprehensive examinations, thesis writing and defense.
1.5 in case of a pre-requisite undergraduate course, CHED will pay the tuition and other school fees for a maximum of 12 credit units provided that:
(a) the scholar submits a certification from the program coordinator attesting to the necessity of enrolling in said course; TIEHDC
(b) the undergraduate load shall be taken within the approved scholarship period.
2. Request for Extension
2.1 Request for extension beyond the scholarship period not to exceed one semester, may be granted on a case to case basis.
2.2 Procedures for applying for extension:
a) CHED should be notified in writing stating the justification for extension and the target date of completion to be submitted one semester before the planned extension.
b) Application for extension should be accompanied by a letter of approval/consent from the school head/dean.
c) The request to CHED should be endorsed by the graduate school scholarship coordinator.
3. Deferment of Grant
3.1 Deferment may be considered in case of serious illness, death in the family or other unavoidable circumstances which would prevent the scholar from continuing his studies.
3.2 Procedures for applying for deferment:
a) CHED and the graduate school scholarship coordinator should be notified in writing within the month before the start of the semester in which the scholar seeks deferment.
b) Applications for deferment must be accompanied by a letter of consent/approval from the school head/dean. TcHCDI
3.3 Deferment would be allowed for a maximum of two consecutive semesters or one academic year.
VII. Obligations of a Scholar
1. The scholar must complete the course within the specified grant period.
2. The scholar must maintain the weighted average as required by the retention policy for the course.
3. The scholar must render 2 years of service in the government or in a private agency for every year or a fraction thereof spent in scholarship abroad, or 1-year of service for every year of local scholarship.
4. In case of sickness or "force majeur" conditions preventing the completion of the program within the timetable, a justification accompanied by pertinent documents must be presented to CHED.
5. The scholar should enroll only in the preferred fields of study in SCUs or in better schools selected by CHED.
VIII. Fund and Slot Allocation
The special fund in the amount of P100,000,000.00 is made available for the Post-Graduate Scholarship Program under the Poverty Alleviation Fund in the 1996 GAA, or RA 8174.
Seventy-five percent (75%) of allocation shall be made available for local scholarship and twenty-five percent (25%) will be for foreign scholarship.
Forty percent (40%) will be for teacher education, 25% for engineering, 25% for science and 10% for other fields such as agriculture and others.
IX. Effectivity
These rules and regulations implementing the Post-Graduate Scholarship Program shall take effect this school year 1996-1997 and shall thereafter remain in force unless modified, repealed or superseded by other rules or until the program is terminated due to non-availability or exhaustion of funds.
