CHED ORDER NO. 030-95
IMPLEMENTING RULES AND GUIDELINES FOR ALTERNATIVE HEALTH SCIENCE EDUCATION PROGRAM

1. The Commission on Higher Education, in collaboration with the Department of Health, through a Memorandum of Agreement signed by both parties which took effect on January 27, 1995, embarked on an Alternative Health Science Education program. This Program aims at the production and development of Health Human Resources who are responsive to the health needs of the country and aware of their roles in the health system. aTADcH
2. The general objective of the Alternative Health Science Education (AHSE) is to support reforms in undergraduate and graduate health science education programs that respond to the country's health needs, especially in rural and depressed areas.
3. The following are the guidelines for the AHSE program:
3.1 The AHSE curriculum for the undergraduate level is a "step ladder type" of health science education from a Barangay health worker to medical or post graduate level.
3.2 For the graduate level, the AHSE curriculum must offer innovative courses which encourage the provision of relevant opportunities for continuing professional education towards career paths in newly evolving fields like health management, health policy, health economics, and social sciences among others. Subject offerings must be geared towards the development of competencies required of a health worker.
3.3 Only schools operating recognized Health Profession Education programs may apply to offer the AHSE program. The curriculum must be submitted to the CHED Central Office through the CHED Regional Office. CHED and DOH will determine the need for such program in the region.
3.4 Students' admission criteria will be determined by the school offering the AHSE program. Entrance requirements for medicine may be waived.
3.5 Faculty for AHSE in Medicine must undergo training and be certified to teach their area of specialization according to the problem-based learning modality.
3.6 Funding for the program is assured by the Department of Health or other funding agency prior to operation.
3.7 Priority will be given to students who are recommended by local governments as their scholars. AcICTS
3.8 A Special Order will be issued by the Commission on Higher Education for qualified graduates of AHSE to take the appropriate board examination required by the Professional Regulations Commission.
4. It is desired that this Order be given the widest and immediate dissemination.
