BLT ADMINISTRATIVE ORDER NO. 83AO-DIR-001
| SUBJECT | : | Rules and Regulations Governing the Issuance and Use of Motor Vehicle Conduction Stickers |
Pursuant to the provision of Batas Pambansa Bilang 43 and 74 and R.A. 4136, as amended, the following rules and regulations are hereby promulgated for the observance of all concerned.
SECTION 1. Scope. — All unregistered motor vehicles being tested, demonstrated or delivered by the manufacturer, assembler, importer or dealer shall be authorized to travel through the use of the Conduction Stickers. Conduction Stickers must be prominently displayed on the right front windshield of each vehicle under this authorization. Motor vehicles previously registered but delinquent are not covered by this procedure, but instead shall be registered.
SECTION 2. Validity. — The Conduction Stickers attached to a motor vehicle shall be valid until the same is sold and delivered to the end-user who must register the same within seven (7) days from date of delivery.
A. Only the duly authorized and accredited driver of the manufacturer, assembler, importer or dealer concerned is authorized to operate a vehicle travelling under the authority of the Conduction Sticker. Otherwise, said vehicle is considered to be unregistered and without insurance coverage and therefore subject to apprehension and penalty under the appropriate laws. Authorization and accreditation of drivers shall be done by the individual manufacturers, assemblers, importers or dealers provided that he/she shall be a professional Driver's License holder.
B. Everytime an unregistered vehicle travels under the authority of the Conduction Stickers, the accredited driver shall carry the original Authority to Operate prescribed by the Bureau in the format hereto provided in Annex "A", duly signed by the General Manager of the Company or in his absence, by whosoever is designated to act in his behalf. SECTION 3. Documentation. — To secure the Conduction Stickers, the applicant shall submit the following documents to the Bureau:
1. Estimate of annual production including the current inventory of unsold motor vehicles as of 31 December 1982. In case of importers, the current inventory and estimate of annual importation;
2. List of dealers and subdealers with their complete address and the name of the chief operating officer;
3. SEC Registration Papers;
4. Latest Income Tax Returns;
5. Application Form under oath in the format hereto provided as Annex "B";
6. In the case of importers, in addition to the above, submit the following:
a) Authority from the Central Bank;
b) Authority from the Ministry of Trade and Industry.
Upon compliance of the above and payment of fees, the Director shall issue the Accreditation in the format hereto provided as Annex "C".
SECTION 4. Fees. — The following schedule of fees shall be paid by the applicant for Conduction Stickers:

SECTION 5. Venue of Application. — All applications for authority to issue and use the Conduction Stickers shall be submitted to the Office of the Director, BLT, East Avenue, Quezon City, Metro Manila.
SECTION 6. Dealers Plates. — Upon approval of the Administrative Order, all dealers plates previously issued by the Bureau are recalled and the authority to use the same is deemed cancelled. Any unregistered vehicle brought out by the manufacturers, assemblers, importers or dealers without the Conduction Stickers shall be treated under Section 7 hereof.
SECTION 7. Penal Clause. — For allowing and operating an unregistered motor vehicle without the appropriate Conduction Stickers, the driver, manufacturer, assembler, importer or dealer concerned shall each be penalized of a fine not less than Five Hundred Pesos (P500.00) but not more than One Thousand Pesos (P1,000.00) without prejudice to the filing of the appropriate criminal case in accordance with the laws. The use of Conduction Stickers on a previously registered but delinquent vehicle shall be penalized under the provisions of Section 56 (d) of R.A. 4136.
SECTION 8. Effectivity. — This Order shall take effect upon approval.
