Rule on International Child Abduction Cases
On March 1, 2023, the Office of the Court Administrator issued Circular No. 88-2023 to inform all Family Court Judges and Branch Clerks of Court regarding the newly approved "Rule on International Child Abduction Cases." This rule, resolved by the Court En Banc on October 18, 2022, aims to address issues related to international child abduction and provides a framework for handling such cases. The rule was published in major newspapers on February 19, 2023, and is set to take effect on March 6, 2023. Additionally, any prior circulars on this topic that conflict with the new rule have been superseded. Compliance with this directive is mandated for all relevant court personnel.

In its 18 October 2022 Resolution in A.M. No. 22-09-15-SC(Rule on International Child Abduction Cases), the Court En BancRESOLVED to APPROVE the "Rule on International Child Abduction Cases," the full text of which is appended herein as Annex "A".
Published in the Manila Bulletin and the Philippine Star on 19 February 2023, the Resolution shall take effect on 06 March 2023.
Any prior circular from the Office of the Court Administrator on this matter which is contrary to the foregoing is hereby superseded.
