Revoking EO No. 464, s. 2005 and MC No. 108, s. 2006
Memorandum Circular No. 151, issued on March 6, 2008, revokes Executive Order No. 464 and Memorandum Circular No. 108, which previously allowed executive officials and employees to decline attending legislative inquiries. As a result, these officials can no longer use these documents as a reason for non-attendance at such inquiries. They are now required to comply with the Constitution and existing laws, including relevant jurisprudence, when invited to legislative inquiries. The Circular takes immediate effect.

MEMORANDUM CIRCULAR NO. 151
REVOKING EXECUTIVE ORDER NO. 464 AND MEMORANDUM CIRCULAR NO. 108
SECTION 1. Following the pronouncement of the President, Executive Order No. 464 dated 28 September 2005 is hereby revoked. ACTEHI
SECTION 2. Memorandum Circular No. 108 dated 27 July 2006 is hereby likewise revoked.
SECTION 3. Executive officials and employees can no longer invoke Executive Order No. 464 and Memorandum Circular No. 108 as an excuse for not attending legislative inquiries in aid of legislation.
SECTION 4. Executive officials and employees are advised to follow and abide by the Constitution, existing laws and jurisprudence, including, among others, "Senate vs. Ermita, G.R. No. 169777, April 20, 2006", when they are invited to legislative inquiries in aid of legislation. 1strellaws08
SECTION 5. This Memorandum Circular shall take effect immediately.
