OCA CIRCULAR NO. 104-2022

| SUBJECT | : | Revised Guidelines on the Holding of Team Building Activity and the Submission of Post Activity Report and Progress Report |
The Office of the Court Administrator has been receiving numerous requests from judges and court personnel to hold a team building activity. It was observed that, despite the issuance of OCA Circular No. 156-2011 dated 14 November 2011 (Re: Guidelines on the Holding of Team Building), several matters relative to the conduct of the activity are still the subject of queries and clarifications particularly on the format of the program of activities and the corresponding post activity report. Thus, to provide a uniform and more comprehensive policy on the holding of a team building activity, all judges and court personnel of the first and second level courts are hereby DIRECTED to strictly observe the following revised guidelines:
I. REQUEST TO HOLD A TEAM BUILDING ACTIVITY
All requests for the holding of a team building activity should comply with the following:
1. The request shall be for one (1) day only preferably on a Friday;
2. The request shall be for on official time only;
3. The request shall detail the objectives of the team building activity, the matters to be addressed by the activity, and the profile of the participants;
4. The request shall be accompanied by a program of activities with the names of the resource speakers and facilitators of the program;
5. The request shall be made by the Presiding Judge/Acting Presiding Judge and favourably endorsed by the Executive Judge. In case the activity involves the Office of the Clerk of Court, the request shall be made by the Clerk of Court and favourably endorsed by the Executive Judge; and
6. The request shall state that a skeletal force shall remain in the branch/office to attend to official business/transaction. The names of the personnel who will compose the skeletal force shall also be indicated.
II. POST ACTIVITY REPORT
The post activity report shall include the following matters:
1. Objective/s of the Team Building Activity
The objective/s presented should correspond to the accepted team building objectives which are, among others, the promotion of cooperation and camaraderie within the group, the threshing out of issues within the group which hamper its productivity, and the adoption of measures to address said issues and to ensure a more productive and harmonious working relationship among the group.
2. Profile of Participants
This includes the names, the positions or other relevant information on the participants.
3. Program of Activities
The itemized and detailed description of the activities undertaken as provided in the program of activities previously submitted. This portion includes, among others, the objective of each activity, the facilitator of each activity, and the mechanics of each activity.
4. Feedbacks, Comments and Recommendations
The participants should be encouraged to contribute not only on the over-all assessment of the program, but also in the realization of the objectives of the program.
5. Over-all Assessment of the Program
This portion assesses the cooperation and support of the participants, the effectiveness of the facilitators, the orderly conduct of the program, etc.
III. PROGRESS REPORT
A progress report shall be submitted within one (1) year after the team building activity underscoring the success or failure of the activity undertaken in terms of the realization and actualization of the objectives and goals set. This is likewise a follow up report wherein the concerned participants are expected to detail whether or not the team building activity has actually improved their working relation as a team.
No subsequent request for a team building activity shall be granted without the submission of the required post activity report and progress report.
This Circular supersedes OCA Circular No. 156-2011 dated 14 November 2011 and other prior circulars issued by the Office of the Court Administrator on the matter.
