Revised Guidelines in the Implementation of the Expanded Reserved Officers Training Corps (ROTC) Program

CHED MEMORANDUM ORDER NO. 010-96

In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the "Higher Education Act of 1994," the following guidelines in the implementation of the expanded Reserved Officers Training Corps (ROTC) Program are hereby adopted by the Commission for the information, guidance and compliance of all concerned, thus: cICHTD
1. The offering of the three (3) components of the expanded ROTC Program, namely, Military Training Service (MTS), Law Enforcement Service (LES) and Civic Welfare Service (CWS), is hereby declared mandatory for all Higher Education Institutions (HEIs).
2. Consequently, all HEIs are hereby enjoined to make the necessary preparations in re so that the qualified faculty, needed facilities and materials will be available on or before the start of the School Year (SY) 1996-1997.
3. Consistent with the policy of the government to reduce the "military" orientation of the ROTC Program and to align the non-academic preparation of those who take the ROTC Program with the respective courses they are enrolled in, all second year tertiary students who are registered in the following courses are hereby required to take the related ROTC program components, thus:
a. Criminology — LES component of ROTC;
b. Teacher Education — CWS component of ROTC;
c. Medical/Health Related Courses — CWS component of ROTC; and
d. Social Work — CWS component of ROTC.
4. Tertiary students in the second curriculum year of other collegiate courses may, at their option, enrol in any of the three service components of the ROTC Program. TAECaD
5. Nonetheless, all HEIs should include in their respective Programs of Instruction (POI) the three service components of the ROTC Program lessons and activities on disaster prevention and control.
6. The expanded ROTC Program is hereby declared a prerequisite for graduation for all Filipino male students enrolled in initial baccalaureates and ladderized Programs.
7. Particular religious and/or political beliefs is not a ground for exemption to take the expanded ROTC program.
8. The taking of ROTC remains optional vis-a-vis female tertiary students.
9. These guidelines shall become effective beginning SY 1996-1997.
