CHED MEMORANDUM ORDER NO. 021-00
| SUBJECT | : | Proper Implementation of the Policies and Guidelines on the Expanded ROTC Program |
In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the "Higher Education Act of 1994," the following clarifications on certain gray areas in the Expanded ROTC Program's policies and guidelines are hereby adopted for the proper implementation by all higher education institutions.
1. All higher education institutions (HEIs) are hereby directed to strictly adhere to the policies and guidelines on the Expanded ROTC (E-ROTC) program embodied in CMO No. 10, s. 1996. Particular attention is invited to the provision No. 3 thereof which provides that "all second year tertiary students who are registered in the following courses are hereby required to take the related ROTC program component, thus:
a. Criminology — LES component of ROTC
b. Teacher Education — CWS component of ROTC
c. Medical/Health Related Courses — CWS component of ROTC;
d. Social Work — CWS component of ROTC."
2. Since the E-ROTC program should have been implemented beginning School Year 1995-1996, it is expected that HEIs have amply provided for the required faculty, facilities and teaching materials that would ensure its efficient and effective implementation.
3. In addition, CMO No. 14, s. 1999, which no longer allows the conduct of Basic ROTC Summer Remedial Courses effective Summer 2000, shall remain in effect.
4. In the wake of reports on the improper utilization of the E-ROTC trust fund in some HEIs, CHED Regional Offices are directed to closely monitor compliance with the provisions of CMO No. 20, s. 1999, particularly on the 70-30% distribution of program fees collected, carry-over of remaining balance to the incoming semester, recommendation of a program of expenditures, and periodic audit of expenditures and disbursement of program fees. Semestral reports on program fee utilization should be submitted to the Commission, through the Office of the Student Services, 3rd Floor, NEC Bldg., Osmeña St., UP Campus, Diliman, Quezon City.
5. This CMO hereby rescinds CMO No. 44, s. 1996 which defers the effectivity of the implementation of the E-ROTC program.
