RESOLUTION NO. 99-1-01-SC
RETURN OF JPDIO ITEMS TO THE OFFICE OF THE CHIEF JUSTICE
Pursuant to Administrative Circular No. 7-B dated June 13, 1989, the Judiciary Planning Development and Implementation Office (JPDIO) was created by then Chief Justice, Hon. Marcelo B. Fernan, to formulate plans, projects and programs for submission to, consideration and approval of the Court to improve the administration of justice.
On April 1, 1997 Administrative Circular No. 4-97 was issued by the succeeding Chief Justice, Hon. Andres R. Narvasa, phasing out the JPDIO for reasons stated therein. It also ordered in sub-paragraph (1) of the penultimate paragraph of said Circular that:
"1.The Judiciary Planning Development and Implementation Office, including the Judicial Planning and Implementing Panel, be phased out, and the items in the JPDIO Staffing Pattern transferred to the reorganized office of the Court Administrator; provided, that, the present employees of the JPDIO shall have the option to transfer to either the Office of the Court Administrator, or the Philippine Judicial Academy if otherwise qualified and acceptable to the latter." (Italics supplied)
Accordingly, the items in the JPDIO Staffing Pattern were transferred to the reorganized Office of the Court Administrator including those items coterminous with the tenure of the Chief Justice. Inasmuch as the said latter items properly belong to the Office of the Chief Justice as they are necessary in the Chief Justice's intensified monitoring of judicial performance not only of the lower court but also of the Office of the Court Administrator (OCA) and the Judicial and Bar Council, the said JPDIO items should now be returned to the Office of the Chief Justice. WHEREFORE, the following JPDIO items are hereby returned to the Office of the Chief Justice to which they appropriately belong:
