SENATE RESOLUTION NO. 092-15
RESOLUTION TO RENAME THE SENATE COMMITTEE ON CIVIL SERVICE AND GOVERNMENT REORGANIZATION AND EXPAND ITS JURISDICTION, AMENDING FOR THE PURPOSE SECTION 13 (31) RULE X OF THE SENATE RULES
WHEREAS, at present, the Senate Committee on Civil Service and Government Reorganization deals with all matters relating to the organization, operation, management, rules and regulations of the civil service; the status, welfare and benefits of government officers and employees; and the reorganization of the government or any of its branches and instrumentalities;
WHEREAS, notwithstanding the limitations of its jurisdiction, it also hears professional regulatory bills as they are usually referred to the subject committee and there is no other existing committee deemed as appropriate to tackle each measures;
WHEREAS, the proposal to rename the committee and expand its jurisdiction, will officially allow the committee to acquire jurisdiction over significant matters and wide-array of issues on the important role of professionals in nation-building and development of a reservoir of professionals whose competence has been determined by honest and credible licensure examinations and whose standards of professional service and practice are internationally recognized and considered world-class; HTcADC
WHEREAS, the renaming of the subject committee is consistent with the objective of the state to develop and nurture competent, productive, morally upright, and well-rounded professionals whose standards of professional practice and service shall be excellent and globally competitive through regulatory measures, programs, and activities that promote and sustain their continuing professional development;
WHEREAS, ensuring the competency and credibility of the professionals will strengthen the trust of the Filipino people in our professionals: Now, therefore, be it Resolved, as it is hereby resolved, To rename the Senate Committee on Civil Service and Government Reorganization to Committee on Civil Service, Government Reorganization and Professional Regulation, amending for the purpose Section 13 (31) Rule X of the Senate Rules to read as follows:
"SEC. 13. After the organization of the Senate in the manner provided in Rule IX, the following permanent committees shall be formed, with the duties, powers and general jurisdiction specified hereunder;
1) Committee on Rules. — . . .
2) Committee on Ethics and Privileges. — . . .

31) Committee on Civil Service, Government Reorganization and Professional Regulation. — Seven (7) members. All matters relating to the Civil Service and the status of officers and employees of the government including their appointment, discipline, retirement; their compensation privileges, benefits and incentives; implementation of the constitutional provisions on the rights of government workers to form and join labor organizations; public sector labor-management relations and collective negotiation agreements; the regulation of and admission to and the practice of the professions; and reorganization of the government or any of its branches or instrumentalities; all human resource development programs pertaining to the Government; and all other matters relating to the bureaucracy.
