SENATE RESOLUTION NO. 056-11
RESOLUTION CREATING A COMMITTEE ON ELECTORAL REFORMS AND PEOPLE'S PARTICIPATION, AMENDING FOR THE PURPOSE RULE X, SECTION 13 OF THE RULES OF THE SENATE
WHEREAS, Article V, Section 2 (paragraph 1) of the Constitution provides: "The Congress shall provide a system for securing the secrecy and sanctity of the ballot as well as a system for absentee voting by qualified Filipinos abroad." CIaASH
WHEREAS, pursuant to such mandate and to enable the Senate to give continued focus and attention on matters concerning the electoral process in the country, there is a need to create a permanent committee with general jurisdiction on electoral reforms and people's participation: Now, therefore, be it
Resolved by the Senate, To create, as it hereby creates, a Committee on Electoral Reforms and People's Participation, amending for the purpose Rule X, Section 13 of the Rules of the Senate as follows:
"Rule X
The Committees
"SEC. 13. After the organization of the Senate in the manner provided in Rule IX, the following permanent committees shall be formed, with the duties, powers and general jurisdiction specified hereunder:

"30) Committee on Constitutional Amendments, Revision of Codes and Laws. — Eleven (11) members. All matters proposing amendments to the Constitution of the Philippines and the compilation and revision of existing codes and laws. EaHcDS

"38) Committee on Electoral Reforms and People's Participation. — Eleven (11) members. All matters pertaining to election laws and the implementation of the constitutional provisions on initiative and referendum on legislative acts; recall of elective officials; the role and rights of people's organizations; and sectoral or party-list representation."
