SENATE RESOLUTION NO. 9
RESOLUTION RECONSTITUTING THE SPECIAL COMMITTEE ON MARAWI CITY REHABILITATION AND RENAMING IT TO SPECIAL COMMITTEE ON MARAWI CITY REHABILITATION AND VICTIMS COMPENSATION
WHEREAS, Rule X, Section 14 of the Rules of the Senate provides that "Whenever necessary, special committees shall be organized, the membership and jurisdiction of which shall be determined by the Senate President";
WHEREAS, during the Seventeenth Congress, the Philippine Senate adopted Resolution No. 57 dated August 9, 2017, creating a Special Committee on Marawi City Rehabilitation, which was reconstituted during the Eighteenth Congress by Resolution No. 8 adopted on September 3, 2019;
WHEREAS, tasked to provide full support, assistance, and cooperation to "Task Force Bangon Marawi," the Special Committee on Marawi City Rehabilitation was instrumental in the conduct and implementation of post-disaster recovery, rehabilitation, and normalization of the city;
WHEREAS, on April 13, 2022, Republic Act No. 11696 or the "Marawi Siege Victims Compensation Act of 2022" was enacted into law, to provide compensation for the loss or destruction of properties and loss of lives as a result of the 2017 Marawi Siege;
WHEREAS, at the adjournment of the Eighteenth Congress on June 1, 2022, the life of the Special Committee on Marawi City Rehabilitation was terminated, without fully accomplishing its mandated tasks;
WHEREAS, according to reports, as of June 5, 2022, the infrastructure rehabilitation projects of war-ravaged Marawi City was already 72% complete;
WHEREAS, to ensure and oversee the rehabilitation of Marawi City and the distribution of compensation to qualified claimants under Republic Act No. 11696, it is necessary that the Special Committee on Marawi City Rehabilitation be reconstituted anew: Now, therefore, be it
Resolved by the Senate, To reconstitute, as it hereby reconstitutes, the Special Committee on Marawi City Rehabilitation and rename it to Special Committee on Marawi City Rehabilitation and Victims Compensation to study, review, assess, examine, investigate and inquire into matters relating to the reconstruction and rehabilitation of Marawi City and the implementation of Republic Act No. 11696.
