SENATE RESOLUTION NO. 8
RESOLUTION RECONSTITUTING THE SPECIAL COMMITTEE ON MARAWI CITY REHABILITATION
WHEREAS, on 09 August 2017, in the Second Regular Session of the Seventeenth Congress, the Philippine Senate, guided by Section 5 of Article II of the Constitution and Section 14 of Rule X of the Senate Rules, adopted Resolution No. 57 entitled, "Resolution Creating A Special Committee On Marawi City Rehabilitation," in response to the "plea for help of our brothers and sisters from Marawi City and in order to heed the call of President Duterte to provide full support, assistance, and cooperation to Task Force Bangon Marawi";
WHEREAS, the Special Committee on Marawi City Rehabilitation was tasked "to study, review, assess, examine, investigate, and inquire into the following matters:
(1) Extent of damage to the properties, infrastructure, and facilities, such as roads, bridges, schools, hospitals, buildings, and other structures in Marawi City;
(2) Estimated cost of construction and rehabilitation of the damaged properties, infrastructure, and facilities;
(3) Actions that may be necessary for the immediate post-disaster recovery, rehabilitation, and normalization of the community; and
(4) Such other matters that may be necessary for the reconstruction and rehabilitation of Marawi City";
WHEREAS, the Special Committee was also tasked to submit a report to the Senate, together with its recommendations for the reconstruction and rehabilitation of Marawi City, within ninety (90) days from the date it was first convened; HEITAD
WHEREAS, at the end of the Seventeenth Congress on 04 June 2019, the life of the Special Committee on Marawi City Rehabilitation was terminated, without fully accomplishing its mandated tasks;
WHEREAS, there are reports that the funds accumulated from government appropriations and donations intended for the victims of the Marawi City siege and for the rehabilitation of Marawi City are poorly utilized or otherwise released and utilized to sponsor the Hajj (Pilgrimage to Mecca) expenses of select individuals instead of addressing the damage caused by the Marawi City crisis to property, infrastructure, and facilities which require extensive repair, rehabilitation, and reconstruction works and activities;
WHEREAS, there are also reports that, in view of the slow progress in rehabilitation, there are still number of displaced families and individuals and continued loss of economic opportunities as well as physical, emotional, and psychological distress of the Marawi City siege victims;
WHEREAS, there is a need to reconstitute or revive the Special Committee on Marawi City Rehabilitation in the Eighteenth Congress to finish its mandate given in the Seventeenth Congress: Now, therefore, be it
Resolved by the Senate, To reconstitute, as it hereby reconstitutes, the Special Committee on Marawi City Rehabilitation, with the same mandate under Resolution No. 57 adopted on August 9, 2017 in the Second Regular Session of the Seventeenth Congress, such as to study, review, examine, investigate, and inquire into the matters relating to the reconstruction and rehabilitation of Marawi City. aDSIHc
