PRESIDENTIAL DECREE NO. 540
REPEALING REPUBLIC ACT NO. 1635 ENTITLED "AN ACT TO REQUIRE THE PRINTING AND ISSUE OF SEMI-POSTAL STAMPS IN ORDER TO RAISE FUNDS FOR THE PHILIPPINE TUBERCULOSIS SOCIETY"
WHEREAS, Republic Act No. 1635, which authorizes the use of semi-postal stamps for the support of the Philippine Tuberculosis Society has spawned problems of mail jam immediately before August 19 and after September 30 each year due to the onrush of mail from mailers by the bulk and disposal of mail matter without semi-postal stamps which can not be returned to senders; and
WHEREAS, Presidential Decree No. 283 dated August 31, 1973, already provides substantial funds to the Society by authorizing the holding of a lottery draw by the Philippine Charity Sweepstakes Office since March 11, 1974, and every year thereafter exclusively to finance the domiciliary service of the Philippine Tuberculosis Society, Inc;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby repeal Republic Act No. 1635; Provided, That any unsold anti-TB stamps at the time of the issuance of this decree may continue to be sold to the public but its use shall not be compulsory, the proceeds of the sale to accrue as income of the Bureau of Posts.
This Decree shall take effect immediately.
DONE in the City of Manila, this 14th day of August, in the year of Our Lord, Nineteen Hundred and Seventy-Four.
