Exemption of Newspapers from Payment of Additional 5-Centavo Charge for Postage
Republic Act No. 2631, enacted on June 18, 1960, exempts newspapers from the additional five-centavo postage charge during the annual anti-TB fund drive, which runs from August 19 to September 30 each year. The Act mandates the issuance of semi-postal stamps during this period, with proceeds intended to support the Philippine Tuberculosis Society's efforts to combat tuberculosis. All mail must bear these special stamps, except for newspapers, which are exempt from the additional charge. The funds generated from these stamps are deposited in the National Treasury for the Society's use. This law aims to facilitate funding for tuberculosis prevention and eradication initiatives.
