SUPREME COURT MEMORANDUM ORDER NO. 02-07
REORGANIZING THE EXECUTIVE COMMITTEE FOR THE JUDICIAL REFORM PROGRAM
WHEREAS, pursuant to the Resolution of the Court En Banc of 5 October 1999 in A.M. No. 99-10-01-SC an Executive Committee was created in connection with the World Bank Grant for Judicial Reform;
WHEREAS, upon his appointment as Chairman of the COMELEC, member Alfredo L. Benipayo was replaced by new Court Administrator Presbitero J. Velasco, Jr., and upon the expiration of his term as National President of the Integrated Bar of the Philippines (IBP), member Arthur Lim was replaced by Atty. Teofilo Pilando, Jr., the new IBP National President;
WHEREAS, pursuant to Section 5 of the Resolution of the Court En Banc of 17 July 2001 in A.M. No. 01-7-09-SC creating the Program Management Office (PMO), the Executive Committee was retained to serve as the Executive committee for the Judicial Reform Program under the Action Program for Judicial Reform (APJR) and to provide the policy direction for judicial reform and the new Program Management Office;
WHEREAS, under the aforementioned Section 5 the membership of the Executive Committee may be reorganized or changed by the Chief Justice if warranted;
WHEREAS, the Executive Committee was subsequently reorganized through Revised Memorandum Order No. 18-2002 dated 27 May 2002, Amended Memorandum Order No. 18-A-2002 dated 15 October 2002 and Administrative Order No. 35-2004 dated 3 March 2004;
WHEREAS, since then certain members of the Executive Committee had either retired, resigned or their terms as heads of organizations ended;
WHEREAS, in light of the vigorous implementation of the APJR the Court is of the considered view that a reorganization of the Executive Committee is in order;
WHEREAS, in light of the comprehensive nature of the projects and activities under the APJR the appellate courts and lower courts should also be represented in the Committee; TAIaHE
NOW, THEREFORE, the Executive Committee for the Judicial Reform Program is hereby reorganized, with the following composition:
