SUPREME COURT MEMORANDUM ORDER NO. 09-07
WHEREAS, due to the retirement of Chief Justice Artemio V. Panganiban, and the appointment of Chief Justice Reynato S. Puno, as well as the retirement/resignation/transfer of some officials and employees of the judiciary, there is a need to reorganize the various committees and boards of the Supreme Court;
WHEREAS, the reorganization of the committees and boards is essential to the efficient and effective running of the administrative and financial management of the judiciary;
NOW THEREFORE, be it resolved, as it hereby resolved that the following committees and boards are hereby reorganized as follows —

The eighth member (PHILJA representative) shall participate only when the position involved is in the PHILJA.
The ninth member (MCLEO representative) shall participate only when the position involved is in the MCLEO.
The tenth member (SCALE representative) shall participate only when the vacancy involves a lawyer's position.
The SCEA representative for second-level positions (eleventh member) shall participate only when the position involved is in the second level; the SCEA representative for first-level positions (twelfth member) shall participate only when the position involved is in the first level.
The thirteenth member shall participate only when the position involved is under that member's respective office.
