Release of Funds for Implementation of San Roque Multi-Purpose Projects
Letter of Instructions No. 1290, issued on February 15, 1983, identifies the San Roque Multi-Purpose Project as a major priority for the Philippines, aimed at enhancing the hydroelectric capacity and irrigation in Regions I and II. LETTER OF INSTRUCTIONS NO. 1290

The cabinet has identified the San Roque Multi-Purpose Projects as one of the country's major priority projects and has ordered its immediate implementation in view of its anticipated benefits not only to the country as a whole but particularly to the people in Region I and II. This project will add 390 MW of hydroelectric generating capacity to the Luzon grid and provide year-round irrigation for about 70,500 hectares in the Pangasinan plains. In addition, it will considerably minimize the frequent flooding caused by the Agno river in the Pangasinan plains and improve the quality of water in the Lower Agno River by trapping mine tailings produced by the mines upstream.
In order to ensure the smooth and accelerated implementation of this priority project, the Treasurer of the Philippines is hereby directed to release to the National Power Corporation, the designated Implementing Agency, the amount of P177,000,000 out of the Special Fund created under Section 8 (j) of R.A. 6173 as amended to cover the initial funding requirements of the San Roque Multi-Purpose Project.
The NPC is also directed to submit to the President of the Philippines through the Minister of Energy a report accounting for the disbursement and use of the foregoing amount. cd i
This Letter of Instruction takes effect immediately.
