LETTER OF INSTRUCTIONS NO. 139

Pursuant to Proclamation No. 1081, dated September 21, 1972, the Budget Commissioner is hereby directed to release from the Calamity Fund P2 million to the Bureau of Plant Industry for use in the immediate purchase and distribution of good palay seeds for lending to farmers in Cotabato, Central Luzon, Laguna and Bicol area who lost their rice crop due of floods, plant diseases and typhoons "Luming" and "Narsing" and who by virtue of their location are capable of replanting their farms.
The Director of the Bureau of Plant Industry will administer the seed purchases and distribution. aisa dc
The seeds will be purchased at the current seed price and shall be distributed to deserving farmers, payable after the harvest of the crop for which the seeds are used. Farmers receiving the seeds will be allowed to pay cash for the seeds at half the normal seed price or pay in kind on a 1 to 1 basis, by volume or weight.
