LETTER OF INSTRUCTIONS NO. 1288

WHEREAS, Maisagana aims to achieve self-sufficiency and exports in feedgrains in the next two years;
WHEREAS, a complete package of technology for IPB Var 1, a highly-yielding open-pollinated corn variety, has been developed;
WHEREAS, the availability of quality certified IPB Var 1 corn seed with high germination rates is critical for the success of the program;
WHEREAS, there are accredited private corn seed producers who are willing to supply farmers with quality IPB Var 1 seeds but do not have the necessary distribution network to ensure efficient delivery of these seeds to the small farmers;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order the following:
SECTION 1. The Ministry of Agriculture thru the Bureau of Plant Industry is instructed to establish an efficient procurement and distribution network for certified natural pollinating varieties of corn seeds, including and especially IPB Var 1 and IPB Var 2 seeds. The Bureau of Plant Industry shall be responsible for the production of foundation and registered IPB seeds and for maintaining strict quality control for certified seeds to be distributed to farmers. It shall be responsible for the procurement of such certified seeds from accredited seed producers and the distribution and sale of these seeds to farmer cooperators under the Maisagana program.
SECTION 2. The Ministry of the Budget and Management is hereby ordered to release the amount of P10,000,000.00 to the Bureau of Plant Industry to be drawn from the Special Activities Fund, Office of the President, for the procurement and distribution of certified natural-pollinating varieties of corn seeds, including and especially IPB Var-1 and IPB Var-2 seeds.
